The Center for Rural Development (DRDA), Government of Tamil Nadu, has invited bids for the supply, installation, and delivery of solar-powered lighting fixtures to LED homes in 385 houses in Tiruvallur district in Tamil Nadu. The installation of home lighting systems is integrated under the Prime Minister’s plan for ‘solar-powered greenhouse program’.

In addition to installing solar-powered lighting systems, a successful buyer will also have to provide full care for five years.

Interested bids will have to submit an amount of ₹1,16,000/- as a cash deposit.

The closing date for bids is February 10, 2021, and bids will be opened on the same day. The pre-bid meeting will be January 19, 2021.

To participate in the competitive bidding process, the buyer must be a registered manufacturer of solar PV systems and use Indian-made modules. The buyer must have knowledge of the provision and installation of 150 solar systems in the last three financial years before the date of delivery of the bid.

In terms of monetary policy, the consumer’s annual revenue should be at least ₹3 crore over any of the previous three financial years.

According to the tender document, the supplier must complete 20% of the work in two months, 40% of the work in the next two months, and the balance at 40% in the next two months. All work involving the installation, and installation of solar panels must be completed within six months from the date of delivery of the ready-to-install housing.

The modules used in the project must be traditional crystalline modules with a wattage capacity of not less than 50 Wp. Modules must be certified by wattage extraction, and should not be less than 90% at the end of 12 years and 80% at the end of 25 years.

The color temperature of the white LEDs used in the system should be in the range of 5500 degrees K – 6500 degrees K. The power consumption of the LED light should not exceed 7W x 2 (each hall and veranda), 5W x 2 (each bedroom and kitchen) , and 3Wx 1 in the toilet.

Last year, the Tamil Nadu Energy Development Agency (TEDA) invited bids to empower retailers for renewable energy projects and energy-saving measures for the government. The work involved includes the purchase and supply of energy-saving equipment, supply, installation and maintenance of LED lights, efficient pump sets, and renewable energy production projects.
