On 10th March 2021 Ministry of New & Renewable Energy (MNRE) released the list of approved models & manufacturers. The memorandum stated, “solar PV power installations are set up for a period of 25 years and, solar PV cells and modules used in plants require long term warranty. It is thus desirable to ensure that such products are indeed made in units in which production has been claimed. It is possible that some units may claim the production of solar cells & modules produced or made elsewhere. The reliability of producer is essential to protect the consumer interests and ensure larger energy security of the country.”
Only the models and manufacturers included in this list shall be eligible for use in Government / Government-assisted Projects / Projects under Government schemes & Programmes, installed in the country, including Projects set up for sale of electricity to Government under the Guidelines issued by Central Government under section 63 of Electricity Act, 2003 and amendment thereof. The word “Government” shall include Central Government, State Government, Central Public Sector Enterprises, State Public Sector Enterprises, and Central and State Organizations / Autonomous bodies.
To promote & boost the Made in India initiative this ALMM List will be valid for 2 years & can be renewed after submission of required documents. It will affect the tender participation in the solar industry, components of the listed companies will now have to be completely Made in India. After introducing various barriers to the import of solar products, the Ministry made its stand clear.
Indian solar market is highly dumped with Chinese products, but after the ALMM scheme, solar developers will be forced to use Made in India products only. This will impact the solar tariff as well, state governments or agencies issue tenders with the expectation of the lowest tariff which hit the lowest of Rs.1.99/kW last year which seems to be not feasible with these policies now. On the contradictory part, it will boost the Indian Manufacturing capacity.
